Thermal Design Power — not peak draw.
TDP is the thermal envelope a CPU cooler must be designed for under sustained load. It does *not* equal peak power draw — modern CPUs routinely boost well above their rated TDP for short windows (PL2 on Intel, PPT on AMD).
